I'm afraid that's not possible without removing more pieces of the KDE
stack:

Will remove the following packages from testing:

kdecoration | 4:5.19.5-3 | source
libkdecorations2-5v5 | 4:5.19.5-3 | amd64, arm64, armel, armhf, i386, mips64el, mipsel, ppc64el, s390x
libkdecorations2-dev | 4:5.19.5-3 | amd64, arm64, armel, armhf, i386, mips64el, mipsel, ppc64el, s390x
libkdecorations2private6 | 4:5.17.5-2 | amd64, arm64, armel, armhf, i386, mips64el, mipsel, ppc64el, s390x
libkdecorations2private7 | 4:5.19.5-3 | amd64, arm64, armel, armhf, i386, mips64el, mipsel, ppc64el, s390x

------------------- Reason -------------------

----------------------------------------------

Checking reverse dependencies...
# Broken Depends:
breeze: kwin-style-breeze
kwin: kwin-common
oxygen: kwin-decoration-oxygen

# Broken Build-Depends:
breeze: libkdecorations2-dev
kwin: libkdecorations2-dev (>= 4:5.17~)
oxygen: libkdecorations2-dev (>= 4:5.17~)

Alternatively, we could age kscreenlocker and get kwin migrated.

Cheers
