Dear release managers,

[ Reason ]
Theses issues were found in the 1.3.6 line of the proftp server
and fixed in later versions of proftp. The patches solve a
few annyoing issues and hence should make it into oldstable.

[ Impact ]
The version solves at least one crash issue: "mod_sftp crash when
using pubkey-auth with DSA keys": This should be a good reason to
accept the patch.

[ Tests ]
All changes were uploaded to Debian (un)stable and tested there.  The
patches were adapted to the 1.3.6 line of the proftp server.

Patch for #993173 and #971742 were tested by the submitter and
confirmed that they solves the issue.

[ Checklist ]
  [X] *all* changes are documented in the d/changelog
  [X] I reviewed all changes and I approve them
  [X] attach debdiff against the package in (old)stable

For any reason [2] reports "Not yet fixed in unstable". This is not correct,
the patches were (latest) introduced in 1.3.7c.
