Dear Release Team,

The new DPDK 21.11 LTS is ready for unstable/testing, and we wish to
begin the transition. It was already uploaded to experimental:

The reverse dependencies are collectd, uhd and openvswitch:

https://tracker.debian.org/pkg/openvswitch

src:collectd currently suffers from an unrelated FTBFS:

https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1016187

With a local workaround for that, it builds fine with the new src:dpdk,
so I don't think it should block the transition.

src:uhd rebuilds without any changes. 

src:openvswitch needs a new version, and thus its reverse dep src:ovn
needs one too, which we already uploaded to experimental and are ready
for unstable.
