If you want it removed from the archive (which sounds logical) than the bug should be reassigned to ftp.debian.org (and probably the title should be adapted to their format). Filing an RM bug against release.debian.org is what you should do if you want/need the package to remain in unstable for whatever reason but the package should be removed from testing (or stable). I think that's not what you meant, right?
