Please unblock package fastnetmon

Here a short sorry again as in #1033554 described.. :/

[ Reason ]
fastnetmon 1.2.4 fixes some important bugs using it on bookworm, like support
for GoBGP API 3.x (patches applied with 1.2.4-2), initialy reported here:
	https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=270126

[ Impact ]
There are some functions of fastnetmon, which are not working on bookworm with
the 1.2.3 release. Support for Debian 12 was added with 1.2.4 and also there
a few new patches where necessary.

[ Tests ]
Manual tests.

[ Risks ]
New features were also added in this release, huge debdiff also if you
exclude not used files / folders, like src/scripts/
