Please unblock package altos

The altos package is apparently scheduled for autoremoval from testing due
to bug #1036022.  A fix for that bug is present in version 1.9.16-2.

[ Reason ]
Prevent removal of altos from testing due to a file overlap with lprint.

[ Impact ]
Removal of altos from testing (and the upcoming stable release) would 
disappoint users of the package.

[ Tests ]
The 1.9.16 upstream release was thorough tested and has been in heavy use 
by many users across multiple platforms (Linux, Windows, MacOS, Android) 
for about a month with no new bugs reported.  The -2 upload to Debian is 
a minimal packaging update to fix the file overlap bug.

[ Risks ]
The altos package is not depended on by any other Debian package, and users
of the package would universally prefer 1.9.16-2 to 1.9.15-1.  The risk of
an unblock therefore seems VERY low.  While there were a number of changes
between 1.9.15 and 1.9.16, 1.9.16 is well tested and in heavy use.  The
change for the -2 upload was a one-line change of the delivery path for a
rarely-used systemd unit file in the packaging scripts (that is not enabled
by default).
