Luckily I happened to know the answer, but this is not always the
case. Forcing users to answer this question with “y” or “n”
facilitates misinfo, because a user who does not know if their
particular version at the moment has the bug may opt to give an
arbitrary answer instead of testing.  Maybe they can’t test. Maybe
testing the bug requires a complex/elaborate setup.  There needs to be
an option to skip this question.
