Thanks! some comments.

1. Install README.md as docs.

Uncomment second line and remove first line in debian/ruby-devise.docs

2. Install CHANGELOG.rdoc as changelog file

see ruby-orm-adapter package for example

3. Add more details in description. Remove duplication of short
description in long description as well. Look at README.md for more
description.


4. Run all the tests. Currently debian/ruby-tests.rb is all commented out.
