ruby-gsl, ruby-bert RC bugs

Dear Team,

In the next weeks I won't have time to look into the following RC bugs:

I made the last changes to the packages, but if someone familiar with
the ongoing Ruby transition could look into them that would be really
nice.
I have prepared a new upstream release in git for ruby-gsl, but I did
not want to upload it without fixing the RC bug, as well.
