Which packages adds these world-writable dirs/files?  My system is not
set up this way:

$ l /var/lib/texmf/
total 114
-rw-r--r--    1 root     root        67051 Apr 17 11:07 ls-R
-rw-r--r--    1 root     root        43552 Mar  5  2000 lsR12124.tmp
drwxr-xr-x    2 root     root         3072 Apr 17 11:07 web2c
