Looking at the various Debian-packages I found the following:

- base directory is /usr/lib/sgml
- starting there are subdirs "dtd" and "stylesheet"

- dtd:
  each DTD has it's own subdir (e.g. docbook-website) which holds
  o  a catalog file with an entry for the DTD (relative to /usr/lib/sgml)
  o  every version of a DTD goes into separate subdir (e.g. "1.8")

- stylesheet:
  there are subdirs for every type of stylesheets (e.g. xsl, dsssl).
  Inside each subdir comes another subdir with the name of the DTD
  (e.g. docbook) and further the name of the author (nwalsh in your
  case), the name of the stylesheets (e.g. website), and a subdir 
  with the version no. (e.g. 1.8)


Mark's newly packaged docbook-website_1.8-1.deb looks like this 
(relative to /usr/lib/sgml):

./dtd/docbook-website/1.8/FILES
./dtd/docbook-website/catalog

./stylesheet/xsl/docbook/nwalsh/website/1.8/FILES
                    
I'm sure Adam Di Carlo can give us a more detailled and
