Security snapshots are 404'ing

Hi!

Trying to read security package indexes is leading to 404's.

for example: https://snapshot.debian.org/archive/debian-security/20231023T135334Z/dists/bullseye-security/main/binary-arm64/Packages.xz

I can't tell if this is a timing thing? or something is going wrong with the security snapshot mechanisms?
