Bug#285172: ssh: Mail problem during install, should depend on mail-transport-agent?

During a Fully Automatic Installation (fai) of Debian sid, I'm
installing all the packages at the same time, especially
exim4-daemon-heavy and ssh.

I'm getting the following error:

Unpacking ssh (from .../ssh_1%3a3.8.1p1-8.sarge.4_i386.deb) ...
exim: failed to find uid for user name "Debian-exim"
Can't send mail: sendmail process failed with error code 1

I think it's because exim4-daemon-heavy has been unpacked but not
configured yet and ssh is trying to send a mail.

I think ssh should depend on mail-transport-agent or something.
