During an upgrade of ssh on a system with a modified /etc/ssh/sshd_config it
is overwritten with out any prompting, loosing any local changes.

In openssh 1:7.4p1-1, I got rid of all the complicated manual handling
of sshd_config and switched over to just using ucf to manage this
configuration file.  I had other motivations for that, but on looking
through my bug list tonight I see that it should deal with this bug too.
Sorry for not having been able to deal with this more directly, but I
hope this will be just as good in the end.
