Bug#1036264: Key usage prompt doesn't show up on X

Hi,

when I add a key with `ssh-add -c id_rsa` to the agent, it doesn't prompt me
on usage of key but rejects it. I had to set the environment variable in the
systemd service. This affects X and Wayland/Gnome.
