libdatetime-timezone-perl is a Perl library exposing the Olson timezone
database. This update brings the data included in the package in line
with the recent update to tzdata (in SUA 135-1).

[Note that despite the difference in versions, the data contained in
this package is equivalent to 2018c. The differences relate to the use
of negative DST offsets for Ireland and are not relevant to the use of
the data within the Perl library.]

Upstream published version 2018c.

Changes since 2017c (previously in stretch and jessie) include
adjustments to the DST rules of São Tomé and Príncipe and southern
Brazil. The changes for São Tomé and Príncipe took effect in early
January, with those for southern Brazil coming into effect in early
November.
