Bug#154670: Unable to upgrade from Debian 2.2r6 to 3.0r0 via CD

Description: I attempted to upgrade an Intel PC from Potato 2.2r6 to
Woody 3.0r0 using the Woody release CD's.

I followed the recommedations from the Release Notes:
$Id: release-notes.sgml,v 1.141 2002/07/20 12:15:40 robster Exp $
and attempted to upgrade via dselect. The following error was printed
when attempting to run the [I]nstall step:
E: Internal Error, could not perform immediate configuration
I then attempted to upgrade via `apt-get'. In response to the first
part of the upgrade:
apt-get install dpkg apt debconf
the following error was reported:
E: Internal Error, couldn't configure a pre-depend
