Please specify the exact package version and also the version of the
packages tetex-bin depends on.

Please also check if 

/etc/X11/app-defaults/XDvi
/usr/share/texmf/xdvi/XDvi
/usr/X11R6/lib/X11/app-defaults/XDvi

exist.
