Exactly my point.  The tetex-base package was correctly updated to
reflect the new name of the Dutch hyphenation pattern file, but
that change would only take effect if the user allows their
language.dat file to be overwritten.  Since that would require
them to go back and edit the file by hand to restore any changes
they'd made, many people (including, perhaps, the person who filed
these two bug reports) don't accept the update.  As a result,
their language.dat file isn't changed, and they'll run into
problems when trying to compile a format using the Dutch
hyphenation patterns.

(In other words, these aren't bugs, and can be closed.)
