The changes necessary will require extensive modification of the
upstream source -- it's very unlikely that Debian will be making
those changes on its own.

Your best bet for getting these changes made is to lobby Thomas
Esser (upstream maintainer of teTeX) to include them in his next
release.  He may direct you to the maintainers of web2c, dvips,
and the other affected programmers.

When the changes are made upstream, Debian will include them.
