I guess you know but it is true only if files are included
in the package.  If files are generated with postinst so
not included in the package they are not marked as conffiles
but they are configuration files.

I can understand that you won't modify them but are
you really sure that no one modifies them?

I guess there are many cases where one wants to modify 
texmf.cnf  Now one can do it through either

- put some file in /etc/texmf/texmf.d or 
- modify 20pTeX etc.

and it depends on the case which is better.
