Bug#143761: Plain TeX lacks multilingual hyhphenation patterns

This was done upstream at the explicit request of Don Knuth: the
multilingual macros are *not* part of Plain TeX. Please feel free to
edit /etc/texmf/fmtutil.cnf and uncomment the bplain line; then you
can use bplain instead of plain. (You could make the first line of
your file read %&bplain to make tex automatically load the bplain
format, or your could run bplain <filename> instead of tex <filename>.)
