Hmm, is this really so?  I doubt that a clean installation
provides with bluesky type 1 fonts as the default.

Are you talking about dvips or something others ?

I think so too but please note that modifying conffile 
is not allowed by the policy and even if we used debconf 
it would be very delicate issue if we could manage a conffile.
