I confirmed with settings;

dh_makeshlibs -V 'libkpathsea3 (>= 2.0.2-1)'
and
dh_shlibdeps -l `pwd`/debian/libkpathsea3/usr/lib
and 
without shlibs.local

And only when there will be any changes, we should manually
changes a version number in

dh_makeshlibs -V 'libkpathsea3 (>= x.x.x-y)'

If I understand correctly I will fix this.
