Yup; AFAIK there are no plans to implement double buffering.
It would be a rather large change since currently xdvi draws
everything `on demand'. If I'm not mistaken, using double
buffering would e.g. make switching the pages slower than
it currently is

That's a feature - from the man page of current xdvik-22.81
(I think this description was missing in earlier versions of the
man page):
   
       When the magnifier is moved, small ruler-like tick marks
       are displayed the edges of the magnifier (unless the X re-
                     ^ err, should be an `at' there ...
       source delayRulers is set to false, in which case the tick
       marks will always be displayed).
