It is typeset (correctly) as if the fullstop was an end of a sentence.
The space has to be escaped.

It's referenced everywhere, as an everyone-should-read-this.  It's a
shame such a document has been so mistake-driven for so long.

I agree that this should be fixed upstream, too.  Please forward the
original bugreport, as I don't have the tetex-people contacts.
