Can you send us the output of the commands:

dpkg-reconfigure tetex-bin
ls -l /var/lib/texmf/web2c/fmtutil.cnf 
ls -l /etc/texmf/fmt.d/
ls -l /etc/texmf/texmf.d/

and send us the contents of /etc/texmf/texmf.cnf?

> ii  tetex-bin                 2.0.2-23       The teTeX binary files
> ii  ucf                       1.09           Update Configuration File: preserv

These are the most recent versions, it should be okay.
