Indeed. This is an interesting case. The graphics bundle contains a
dvipdfm.def (CTAN:/macros/latex/required/graphics/dvipdfm.def), but that
one is not present in teTeX! The one in TEXMF/tex/latex/dvipdfm/ seems
to come from the dvipdfm sources. This seems to be a change with respect
to teTeX 2. Looks like a borderline case to me ...
