Severity: minor

The transition code from pdftex.cfg to pdftexconfig.tex is executed
unconditionally, even if pdftex.cfg is unchanged from the old shipped
version, and a *.postinst-bak file is created.  We should instead check
the md5sum and just remove the file if it is unchanged.
