I run these commands (as root and in a shell called zsh) and it did not
help:
cd /usr/share/doc
dpkg-reconfigure tex-common && command ls -d *texlive*~*doc* | xargs -n 1 dpkg-reconfigure
fmtutil-sys --byhyphen `kpsewhich --progname=latex language.dat`
