Yes, this is a duplicate of #425803.  Please do the following:

apt-get --reinstall install texlive-base-bin

If modes.mf was missing, too, this will fail, and you need to do the
same with texlive-base afterwards.  Moreover, you should also do it with
texlive-latex-base, which brings in two more mandatory conffiles.

But this should then fix everything, except for a minor issue mentioned
in tex-common's NEWS.Debian.
