Bug#662994: installation fails, fmtutil-sys failed

I ran into this problem while trying to build the slony1-2 package in
a cowbuilder environment.  During the installation of the build
dependencies, the installation of texlive-binaries fails.  To be sure,
I have rebootstrapped the cowbuilder environment from scratch.  Then I ran

cowbuilder --login

and to simulate the installation of the build dependencies

apt-get install --no-install-recommends autotools-dev bison debhelper docbook docbook-xml docbook2x docbook-dsssl docbook-utils flex ghostscript groff libjpeg-progs libpq-dev netpbm openjade opensp postgresql-server-dev-all

which fails later with
