No. pdfjoin is not in the pdfjam package, but in texlive-extra-utils:
$ dlocate pdfjoin
texlive-extra-utils: /usr/share/texlive/texmf-dist/scripts/pdfjam/pdfjoin
texlive-extra-utils: /usr/share/man/man1/pdfjoin.1.gz
texlive-extra-utils: /usr/bin/pdfjoin
as can be seen from the description of pdfjam:
$ apt-cache show pdfjam
...
Description-en: TeX Live: transitional dummy package
This is a transitional package for pdfjam to ensure proper
upgrade to texlive-extra-utils. It can be safely removed after the
installation is complete.
...
Furthermore, texlive-extra-utils already depends on texlive-base and
texlive-binaries, so the from you requested pdflatex is already
automatically installed.
The problem you *might* referring to is that it does not depend
on texlive-latex-base although it needs latex and pdfpages.
But this has nothing to do with pdflatex.
