Bug#922500: tex-common: Fails to install with LC_TIME=en_DE.UTF-8



You set the locale for root while installing, this has nothing to do with user settings what so ever. If you remove bash and a different program fails to install, do you think this is an error of the program bring installed?

If locales are not properly set up, then luatex fails to build a format, this is independent from the Debian packaging.

Anyway, you reopened the bug, so let's enjoy it.
