Today the new texlive-base & texlive-extra did migrate to testing and hence were upgraded on your system. The texlive-lang did not migrate yet, this will happen soon. Once texlive-lang-japanese is upgraded, please repeat the test. Is suspect an incompatibility in these packages, as I'm not able to reproduce the issue using unstable.Then, a dependency (Breaks and/or Conflicts) is missing somewhere... I just upgraded texlive-lang-* and indeed the problem seems to have disappeared.
I'd expect at texlive-latex-base, however I'm not sure. Reassign to the most likely package for now. To solve the issue, I'd need another upload of texlive-base. As we're still waiting for a fix of #1029913, I'll delay that upload. Fix is in github, tag pending. Hilmar -- sigfault
