Um, no.  10000 rpm disks will always spin at 10000 rpm.  That's a
physical characteristic of the drive.

If you connect wide devices and narrow devices to the same bus, you
will degrade the ability of the wide devices to transfer data at a
higher rate.  You either have to use a host adaptor with two
connectors, or suffer the consequences.
