Do you have any suggestions as to how to do this?  A common problem
seems to be that many of the developers are very short of time.

I agree with this; a lot of stuff in the Linux world does progress
very rapidly, but the way Debian works gives me (at least) a bit more
confidence that I can install something and have it just work.  (Try
doing that with a bleeding-edge kernel...)
