It might if run by root, but I would have thought most were run in user
space?  But my point was that people would want to obtain the unstable
version from their local mirror site, so that to continue the protection,
every mirror site carrying the unstable stuff would also need a second
anon-ftp account for this purpose, which is hardly practical.
