If you have got IDE cdrom you have to do : 
mount /dev/hdx /cdrom

where
  x=a primary IDE master
  x=b primary IDE slave
  x=c secondary IDE master
  x=d secondary IDE slave
(the /cdrom directory have to exist)

To mount floppy just do nearly the same :

mount /dev/fd0 /floppy

If you have gor scsi cdrom, the device is different.
