Sounds like you just aren't in the group that can access the /dev/ttyS*
files.  Try running, as root, "adduser USERNAME dialout" (subsitute the
user's actual username in for USERNAME, of course).  That should give that
user access to the serial ports.

If you want the user to be able to start ppp, also do
"adduser USERNAME dip".
