proxy for squid

Hello,

I use squid for proxying my lan, but I want to configure squid to use my
isp's proxy server too. I have added the following line in
/etc/squid.conf:
cache_peer proxy.rott.chello.nl parent 8080 3130

but the daemon will not start, it puts the following error in my syslog:
Nov 3 11:43:12 aluqah squid[22187]: Set Current Directory to
/var/spool/squid
Nov 3 11:43:12 aluqah squid[22187]: Loaded Icons.

Nov 3 11:43:13 aluqah squid[22086]: Exiting due to repeated, frequent failures

Can someone help me out?

Thanks in advance,
Sebastiaan

NT is the OS of the future. The main engine is the 16-bit Subsystem
(also called MS-DOS Subsystem). Above that, there is the windoze 95/98
16-bit Subsystem. Anyone can see that 16+16=32, so windoze NT is a
  *real* 32-bit system.
