You have to add some IPv6 host entries to /etc/hosts as explained 
in /usr/share/doc/proftpd/README.Debian:

::1                     ip6-localhost    ip6-loopback             <hostname>
::ffff::<ip address>    <hostname>       <hostname.domain.com>
