Shoot, never noticed that (minor "Jessie" detail) before when I
occasionally post about it, too. It's locally installable:

$ apt-cache search debian handbook
debian-handbook - reference book for Debian users and system administrators
debian-kernel-handbook - reference to Debian Linux kernel packages and
development
debian-kernel-handbook-ja - reference to Debian Linux kernel packages
and development (Japanese)

My local copy is dated as last updated 2018.08.30 (which implies it's
not something useful that was created then abandoned, yay).

Once installed, it's found here:

/usr/share/doc/debian-handbook/html/

That presents a list of 20+ language options. A random peek inside
several shows that it *appears* that it's *fairly* safe to universally
say, "After making a language choice, click on index.html to get the
party started. Your chosen language will appear as soon as you get
past that point." :)
