I was following your recommendation.

The usual troubleshooting steps here are:

1) Replace the Ethernet cable.
2) Install ethtool, use it to disable autonegotiation, and try setting
the speed and duplex by hand.

Your previous e-mail mentioned that interface in question has NO-CARRIER
