In practice Unstable almost always gets security updates as quickly or
more quickly than Stable does. Upstream usually only patches their
current release (or puts out a new release with the fix). The Debian
maintainer then packages that and uploads it to Unstable while the
security team is backporting the fix to the version in stable.
