Ah, it seems to be this one, from 2002: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=155175 which is archived. The argument seems to be that shred on stdout doesn't make any sense, because the shell would truncate the file anyway when you did shred - > /this/file/to/be/shredded ... which, of course, undermines shred's purpose.
