Martin is correct.  My intent here was to simply to use matched quotes
(according to ASCII as defined in, for example RFC-20).  Unfortunately
ISO-646 is not compatible with ASCII.  I should write this up
properly some time.

For correct HTML rendering, &ldquo; &rdquo; is right.

I think what Kurt means is that he is not, even with his secretary hat
on, able to make changes himself.  Changes must be formally proposed,
and accepted by the proposer.
