Bug#800771: ITP: telegram-purple -- Adds support for Telegram to libpurple

Since there's somewhere a guideline saying that we should sometimes post
updates:
- Debianisation is technically complete, see
https://mentors.debian.net/package/telegram-purple (However, we will
change roles, so that I can soon start the sponsoring process.)
- Translation is coming along nicely, but we still desparately need
Russion and Brazilian translators:

- Our development branches aren't merged yet, and there are one or two
things we want to fix before pushing into Debian.
This is NOT a call for help, just a "report".
... unless you're a translator. In that case, this IS a call for help ;-)
