Bug#977331: O: autoconf -- automatic configure script builder

This package is going to require some work from someone who is already
familiar with Autoconf.  A major new release (2.70) has come out
following more than 8 years of upstream development without one.
Whoever adopts it will have to figure out whether it makes sense to
package 2.70 under the name "autoconf" (and create a compatibility
package for 2.69, as was done previously with autoconf2.13), to instead
package 2.70 as "autoconf2.70", or to do something else.  I do not have
the motivation and the time to commit to this myself.  I hope that
someone out there does!

This package is pretty important to developers: popularity-contest
(https://qa.debian.org/popcon.php?package=autoconf) shows it installed
on over 55,000 machines.

This package has several bugs.  I expect that the 2.70 release fixes a
number of them (and introduces more).
