Bug#934049: ITP: sctplib



This is a package reintroduction. It was removed with the reason:
Bug #340938: RM: sctplib -- RoQA; SCTP implementation inside the kernel

I asked Thomas on mentors:
"Why do you upload this when there is a kernel implementation and therefore this package was already removed?"

The answer was:
"SCTPLIB (package sctplib) is a user-space implementation, tunnelling SCTP over UDP by default, i.e. co-existing with kernel SCTP. This makes it particularly simple to make modifications to SCTP without need to modify the kernel."

I do not object but maybe someone has more insight into this.

The current packaging effort is on mentors, which is a version of https://github.com/dreibh/sctplib with stripped changelog.
